Ryozo Matsuda is a Professor at the College of Social Sciences, Ritsumeikan University. After graduating from the Faculty of Medicine, Kyoto University in 1988, he served at Nara Medical University before joining Ritsumeikan University in 2003, where he became Professor in 2007. His research focuses on comparative health policy and systems, and welfare state studies, with particular attention to equity in health and inclusive health care. He has conducted visiting research at the London School of Economics and Political Science (LSE), Sciences Po Grenoble, CNRS/Université Grenoble Alpes, IRDES (Paris), and the University of Kent. He served as President of the Japan Association for Health and Welfare Policy (2017–2021) and as Chair of the IPSA Research Committee on Comparative Health Policy (2023–2025). His current research involves comparative policy studies on child, young, and adult carers, comparative historical analysis of eugenic practices, and critical studies of health care systems.
